  UNESCO Somut Olmayan Dünya Mirası Listesi (Intangible Heritage Lists)

UNESCO Somut Olmayan Kültürel Mirasın Korunması Sözleşmesi kapsamında Sözleşme kapsamında, somut olmayan kültürel miras unsurlarına dikkat çekmek ve somut olmayan kültürel mirasın önemi konusunda bilinçlenmeyi sağlayarak kültürel çeşitliliğe saygı içinde diyalogu desteklemek amacıyla; Taraf Devletlerin teklifi üzerine "İnsanlığın Somut Olmayan Kültürel Mirasının Temsili Listesi" (Representative List of the Intangible Cultural Heritage of Humanity) ve "Acil Koruma Gerektiren Somut Olmayan Kültürel Miras Listesi" (List of Intangible Cultural Heritage in Need of Urgent Safeguarding) olmak üzere iki temel liste hazırlanmaktadır.

Teknolojik gelişmeler, kültür değişmeleri ve küreselleşen dünyanın bir olgusu olarak ortaya çıkan kitle kültürü, insanlığın binlerce yıllık sözel kültürel belleğinde korunan büyük bir kültürel birikimi yok etmektedir. Bu birikim, UNESCO tarafından "somut olmayan kültürel miras" olarak adlandırılmakta ve gelecek kuşaklar için korunması gereken kültür varlığı olarak tanımlanmaktadır. Somut olmayan kültürel mirasın korunması düşüncesi, 17 Ekim 2003 tarihinde UNESCO Genel Kurulu'nda imzalanan Somut Olmayan Kültürel Mirasın Korunması Sözleşmesi'yle ülkeler için bir uluslararası sorumluluk alanı haline gelmiştir.

Türkiye, 2006 yılında bu sözleşmeye taraf olmuş ve sözleşmenin yönetim kurulu niteliğindeki hükümetlerarası komiteye seçilmiştir. Sözleşmenin; "toplulukların, grupların ve kimi durumlarda bireylerin, kültürel miraslarının bir parçası olarak tanımladıkları uygulamalar, temsiller, anlatımlar, bilgiler, beceriler ve bunlara ilişkin araçlar, gereçler ve kültürel mekânlar anlamına gelir" şeklinde tanımladığı somut olmayan kültürel miras şu beş ana başlık altında toplanmıştır:

a) Somut olmayan kültürel mirasın aktarılmasında taşıyıcı işlevi gören dille birlikte sözlü gelenekler ve anlatımlar b) Gösteri sanatları c) Toplumsal uygulamalar, ritüeller ve şölenler d) Doğa ve evren ile ilgili bilgi ve uygulamalar e) El sanatları geleneği

Kuşaktan kuşağa aktarılan somut olmayan miras, Somut Olmayan Kültürel Mirasın Korunması Sözleşmesi'ne göre toplulukların ve grupların çevreleriyle, doğayla ve tarihleriyle etkileşimlerine bağlı olarak, sürekli biçimde yeniden yaratılır ve bu onlara kimlik ve devamlılık duygusu verir. Somut olmayan kültürel miras ürünleri bu sayede kültürel çeşitliliğe ve insan yaratıcılığına duyulan saygıya katkıda bulunur.

Somut Olmayan Kültürel Miras Sözleşmesi ile farkındalık yaratılan alanlar, sözleşme çerçevesinde hazırlanan listeler, programlar ve projeler aracılığıyla koruma altına alınmıştır. UNESCO Acil Koruma Gerektiren Somut Olmayan Kültürel Miras Listesi, İnsanlığın Somut Olmayan Kültürel Mirasının Temsili Listesi adlarıyla iki liste hazırlayarak, Yaşayan İnsan Hazineleri Programı ile toplulukların ve bireylerin katılımını esas alan programlar düzenleyerek somut olmayan kültürel mirasın gelecek kuşaklara aktarılmasını sağlamayı amaçlamaktadır. Somut Olmayan Kültürel Miras Sözleşmesi'ne taraf olan devletler uluslararası koruma önlemlerinin yanı sıra ulusal birtakım koruma önlemleri alma yükümlülüğü taşırlar. Taraf devletler, somut olmayan kültürel mirasın araştırılmasını, derlenmesini, arşiv ve dokümantasyon merkezlerinin oluşturulmasını, müzelerinin kurulmasını, öğretim kurumlarında ders olarak okutulmasını, kitle iletişim araçlarında olumlu kültür değerleri olarak yer verilmesini ve kuşaklar arasında ortaya çıkan kopuklukları giderecek tarzda etkin biçimde değerlendirilmesini temel amaçlar ve eylem planları arasında görmelidirler.
